The African Development Bank (AfDB) reaffirmed its commitment to Eswatini’s agricultural transformation during a high-level supervision mission held in April.  

The mission marked a significant step forward in the advancement of the Mkhondvo-Ngwavuma Water Augmentation Program (MNWAP)—a flagship initiative implemented by the Eswatini Water and Agricultural Development Enterprise (EWADE) to enhance food security, alleviate poverty, and boost climate resilience through strategic irrigation and water infrastructure. 

Led by Mr. Wael Soliman, a senior Rural Infrastructure Engineer, the AfDB delegation assessed progress on the multi-billion Emalangeni project. MNWAP’s key components include the construction of the Mpakeni Dam (Component 1A) and a Main Conveyance System (Component 1B) designed to supply irrigation water to command areas in Maloma 1 & 2, Mconcwane/Mcathuvane, and St Philips. 

The second day of the mission featured in-depth technical discussions with EWADE engineers and project managers, who presented updates on construction progress, timelines, and challenges. On the third day, the team visited the Mpakeni Dam construction site, where they received a status report from supervising consultants and Sakhalive Joint Venture—the main contractor responsible for the works. The delegation reviewed civil works, environmental safeguards, and critical milestones. 

Day four involved site visits along the proposed pipeline route under Component 1B. The team engaged with local stakeholders, including traditional authorities, farmers, and community members in the St Philips area. These consultations ensured that all socio-economic and environmental safeguards are being upheld in accordance with the AfDB’s Integrated Safeguards System and Eswatini’s national standards. 

The mission team included experts such as Agricultural Economist Ms. Doreen Kumwenda, Financial Management Specialist Ms. Patricia Makwebo, Procurement Specialist Mr. Kalumba Mkandawire, AFFM Agronomist Mr. Kenneth Mbache Mbunu, and Environmental and Social Safeguards Officers Mequanint Asres and Shawo Mwakilama. 

Key findings from the visit will be captured in an Aide Memoire and shared with the Government of Eswatini—strengthening collaboration for the successful delivery of one of the country’s most transformative infrastructure projects.
